So far we have tried:-
Reinstalling
Deleteing Data dir and re-updating
Updating GFX Drivers
Checking DX is latest version
He is using a PC running WinXP Home on an s3 prosavage DDR gfx chipset.
Currently has no soundcard installed so this might be causing the problem.
Looking into things further...
This appears to be an onboard chipset that uses system RAM for its memory.

'I recommend downloading the latest VIA 4in1/Hyperion drivers for your motherboard at http://www.viaarena.com/default.aspx?PageID=420&OSID=1&CatID=1070
and the VIA site has a more updated set of GFX drivers at

It is, DS won't run without a soundcard. I've tried several times before and got a crash just like this.
Most MBs have onboard sound of some sort, try to turn that on in the BIOS and find the right drivers for it and you're set.
Edit: just to add that most games would catch such an obvious exception and tell the user to install a soundcard. It's little things like this make a big difference to the appearance of quality.
