are you member of any clan - or do you try to enter a "clan-tagged"-Faction at the start-screen??
example: if you try to choose MoA-UGTO, and you are not MoA - you can not join
or do the GCQL "die" by the try to join a clan (new mebership)?
what do you mean by "off line"
please be more precise to help us find the solution - tnx. a lot

When I start the game.
The game says choose a clan.
I click on ICC or whatever.
Then I click on select and the game locks up.
I also get some green lines on my screen. I must restart my computer.

well, well, seems like a driver problem your having with your Voodoo3.
a) check the knowledge base.
compare your drivers, get the one that's working best if there is such a thing.
b) voodoo is dead, unfortunately
every day more games incompatible with voodoos.
firstly that's because no drivers are being developed anymore (since a year or so)
secondly performance isn't state of the art.
sooner or later - if you want to play up to date games - you'll have to say goodbye to your voodoo :/

btw: 128MB ram is currently @ around 20$
96MB should be enough for DS
but you never can have enough ram.
XP for example - if you want to switch to it one day - is a ram hog par exelence :/
also seen lots of new games with 128 or 256 minimum ram requirement.
so if you are at spending money for a new vc, .... hehe
btw: it was hard to replace my beloved voodoo a year ago
