I noticed strange exchange on ICC ships

i have light laser installed at any ship (tested ICC cruisers and ICC dread)

now ... i can exchange it ONLY for Pulse beam ... ok fine ... so i do it...

and then ... i can exchange it for both HEAVY and LIGHT laser ...

HMMM

is that ok or there is small glitch ?
