I've tested the 1.483.3 patch.

Observations:
- The credit payment/refund for use/destroying ships works correctly.
- There are no longer any money sink (because everything you invest in your ship get refunded when it get destroyed/docked).
- Ship stripping is still zero sum (not that it matters now that upgrading are 'free').
- The increased value of devices increase the ressource loss when you get your upgraded ship destroyed. 1 prestige lost for every 20k worth of device on your ship. I lost 6.4 prestige for a stock Advanced Carrier, nearly 50 prestige loss for an upgraded Advanced Carrier. A L10 HMA will cost 412.5 prestige if gets destroyed.

Suggestions:
- A partial (99%) refund when a ship gets destroyed will add a money sink to the game.
- Now that the value of devices has been greatly increased, I suggest reducing the value of ressource loss by 5 times.
