Depots dont to repair ships. I parked a damaged transport in orbit around Exathra in CD-36. I was 46.cu away yet my ships would not be repaired. The depot had power and was peopled and turned on. I tried turning it on and off, yet it still didnt function.

Depot doesnt see you.

Shoot the depot with a torpedo or other projectile. That's how I get them off their lazy arses and around to fixing me!

Depots not working even happens in current Release.
