there should be bad effects on a planet if an enemy captures it without bombing the local infantry. so -

1) all barracks get destroyed. an act of faith, to the gunmen who would've once died for the planet and it's people

2) for every infantry unit which was allied to the planet 1 second before planet capture, 30% chance that a random structure gets instantly destroyed. it necessitates building nicely.

3) every 2 minutes, for every enemy infantry, 25% chance that 3-5 population dies. when not fighting, they arent standing around doing nothing. are they?

this is advantage to novice transporters - because they can drop infantry which may live long enough to kill some population; and disadvantage to a bomberless fleet - which will see their planet slowly die out.

4) after 10 minutes, for every 8 infantry, morale slowly goes down at regular intervals. i think someone would be able to think of ideal time intervals and everything related.

5) very important! - after successful capture, control value instantly goes up to 20% in favour of the faction who captures. this gives atleast 1 minute for every bad impact to happen.

Almost all of that can be accomplished by setting the troops to raze right before the planet caps, there's been many a planet that has been reduced to 0 buildings because the attackers neglected to bring a Bomber or even a Transport and could do nothing to stop their newly captured planet from being razed to the ground.

the point is, that you also use bombs & friendly troops to capture a planet, instead of sitting dumb near it, until the timers up

i think it should be impossible to capture a planet without claiming its land and enslaving the people first. Therefor i think there should be friendly infantry on a planet first, before someone can capture it...or at least the amount of enemy infantry should be below 10.

a barracks planet might become a problem. for that i have a new suggestion: put a limit on the amount of barracks on a planet. Like any selfrespecting planet wants some basic technology and defenses, and not just 95% training facilities that draft the planets entire population without any appearent morale issues.
