Dmg control shields.

the shields would be useable by all factions, and to ballance it you can only have 1 on your ship at a time.

the shields are verry weak but have a fast recharge and low power cost, theese shields reduce the dmg done by torp splashes (or any other splash dmg) so that your main shields/armor wont take a heavy beating from the its and torps flying around in a fight, its usefull on reducing the dmg done to the hull if your main armor/shields are down and that side is open.
the power of the shields go by hull class, for example a scouts dmg control would be relativly useless but station dmg control can take a full torp hit before its down. think of it as a dmg resistance thing like dreads have a 80% resist to scouts but only get 10% protection from other dreads

ok im done... i think

note the " can be used by any faction"

i think i know what you are getting at however giving this to all factions makes us ICC a lil less unique.

a special slot item would however be a good idea for your idea..

using this will force players to drain those shields b4 your systems get shot.

ICC have shields - rotatable (capable of taking 4x the damage on any side).
UGTO have different types of armor (to reduce the damage taken).
Kluth can cloak (avoiding damage all-together).

Why do we need these shields?

Should read "Kluth can cloak to avoid being targeted by weapons" as they still take damage when cloaked.

In the interests of clarity

True, but I hope I can push my idea of removing Kluth's drive noise so into 1.484 in the interest of removing the unfair advantage it gives.
