I suggest a few thing i got in my mind
Military Base : Give Help to the planet when is in Ressession , Worker Strike , Revolution
Require
Tech lvl : 55
Woker : 10
Power : 45
Metal : 5000
Heavy-Metal : 1000
CyroMetal : 500
HyperMatter : 50
DarkMatter : 30
+ 15% defense again an Invasion
+ 10% to not Revolte ( Revolution )
+ 05% reduced time when has Worker Strike
Other Bonus
- Train all Infantry into Heavy-Infantry ( 1 per 5 minutes )
- 5% repair Faster The Damage Building

Medical Center : Help Planet when they had Plague on them and heal infantry

We've already discussed:
Military Academy - Required for units to train to Elite or Veteran without combat experiance
Hospital - Required for troops to heal quickly on planets.
Capitol - only one allowed per system, required to make Diplomat and Spy units.

yes but it is possible to do a few bonus like what i said about Planetary event like Revolution , Plague , Worker Strike etc.....

here's question.
Why not build a NEW building....
Recycling Plant.
requires
8000 metals
7000 hvy metals
15 power and 3 workers
players sell non useable or basic items to it for a price determined by the type and amount of metals recyled from it....
for example the planet is low in cryo metals and several salvaged parts are sold with high amounts of cryo metals in them.... player gets a higher price and parts with unneeded metals...player gets base rate for scrap,parts sold to starports get a flat base rate.this would make the decay on starports unneeded as players would sell to recycle center rather than starport so starport would have all upgraded parts rather than a mix.

To keep Elite and Hardened units rare and "feared" in the MV, can you limit one Military Academy per system? That way, every planet wont be overrun with elites as in pre-.481.
