As it stands, and to my knowledge, there is no point in stacking Scanners, and ECCM only raises signature within the base scanner range. So, I propose a new system...
The point of this system is to make dedicated sensor ships more useful, beyond ECCM raising. As it stands, they are often overlooked in favor of larger ships fielding the same systems. This plan would make it worthwhile to have a ship with MANY sensor slots.
It'll make more sense with a chart, so numbers represent scanners, and letters represent ECCM range, or ECM range, as directed from one direction of the hull.
In the base format, a single ECCM or ECM works it's magic over the base range.

With one sensor and one ECCM, the ECCM works full power over bbase, and half over the sensor

With one sensor and two ECCM, it works full strength at range and double strength at base.

With two sensor packages and two ECCM, the sensors work doublefull base, full at 1, and half at 2.

So, essentially, scanner packages would stack on each other, and determine range. The more ECCM, the more that power is focused over the range.

The letters and numbers represent the sensor effects being projected from the ship. to save space, this chart only covers one side. The effects would be in all directions.

I would like to see ecm/eccm combined though remain stackable.
So you have an Electronic Warfare Pack (EWP), that operates on a slider. A single package can be slide to ECM+1 or ECCM+1, and centered it is off. With two EWP you could slide to ECM+2 or ECCM+2. It's range and effect would follow the inverse square rule for range so the second operated at +50%, the third at +25%.
Where EWP would be active like RADAR/LADAR for ECCM, and low power output for ECM. So both would use power. I think sensors should be passive, more like [radio] telescopes, So they dont use nearly as much power, doesn't increase your signature but does increase your detection range. However it cannot be used in a reverse mode, so it is a trade off with EWP.

They're changeing the values of the sensors with the ship rebalance patch. Good idea, maybe it can be added in a future patch. Something like this would probobly require plenty of codeing, which is DS's current problem, so its not likely to happen anytime soon...

I hope so. As it stands, the majority of sensor tasks can be accomplished with regular ships, practically alienating frigates, etcetera. I think this system would also make frigates more attractive, sensor ones, because also as it stands, the bigger the ship, typically the better. Now, they SHOULD be better, but all ships should still have a good role to keep them useful up to Grand Admiral Rank. The way I see it, frigates are the ultimate recon, point-defense-escort, and flankers. Destroyers are better flankers, but a trio of frigates should still be competant in a full engagement. Sorta.
