The Focused Pulse Wave is the result of years of tinkering and improvement on the original Pulse Wave device. It sacrifices all around coverage, firing in only a 45-degree arc. However, the wave stays intact longer (~450 GU), does twice as much damage to ordanance, and is capable of damaging armor/shields on a starship to a light degree (~3000 damage units at point blank, dropping linearly to 500 at max range.), or if those are down, light system damage (~1-2% to all systems).
The Focus has drawbacks, however. the adjusted generating equipment drains more power (2x) and takes longer to recharge (1.4x), as well as having only a narrow arc, making it much less useful in a general defense sense.

As nice as this sounds, I'm afraid that masses (UGTO and that other faction) would soil themselves with rage at the very thought of this device. Perhaps a bit...unbalancing?
But, sure do wish it was possible

I am avouding the 'flux/pulse' wave bit. The system damage was just a little side touch. It would do 1-2% damage, max. 3000 damage at point blank to shields is FAR FAR less than any flux wave.
But you could just drop that bit, and have no damage or hull damge if there's no shields/armor left.

Also, the high recharge rate means that it charges much slower than IT missiles, meaning that if you fire two salvos of ITs at it, one salvo will be Pulsed, and the other will be facing normal defenses alone. As opposed to current pulse wave, where you CAN intercept all ITs from a single source.
Also, you might only get 1 in 5 or worse out of Psi missile salvos.

Hmmm...No.
Bombing is a pain ennough with the current pulsewave.
Thise one would allow it to do it from even 450 Gu away.

if a ship made it to 450 gus, it can make it to 250 gus.

i'm not even in support of the 1st pulse waves ( even though it balances vs flux) but in the next patch al will be good so i say no to this

I do like the idea, but it should act as the normal Pulse Wave, destroying only projectiles, not damaging anything bigger.
And the recharge time is not as big as you think. A 1.4 increase will still allow people to pulse missiles fired from range.

Well, a pulse wave has a slightly faster recharge time than ITs currently. So, ITs from a single source, no matter how many ITs it shoots, can be canceled out by a single pulse wave. However with a longer recharge time that can't happen.
