In various games I have seen these kind of systems that when a group gets to be bigger * kluth in DS * that group will get penalty's.
like less prestige gain or the price of equipment goes up.
The groups that are the underdogs * ICC, UGTO * would get some sort of bonus.
More pres gain equipment prices go down or when you get killed you'll lose less prestige.
It might not work 100% but it would give some reasons to join the underdog

I was thinking about such a system last week.
The game would keep track of how many people enter the Mv everday.
It would save these numbers everyday and after 7 days it would take the average number.
Then Every monday the Mv pic would show the amount of Credits get paid for playing in the MV.
So if your faction has the least players you get paid more.
K'luth would be paid least.
This would allow people to switch to the smallest faction for a week so they get paid more then on the other factions.
This would balance the factions (hopefully) and the payment would also balance out.
NOTE: This payment wouldnt be *just for being in the Mv*.
Somehow the server would have to figure out who is actually playing and who is AFK.

My proposal
You will gain no or very little (10%-20%) prestige when attacking a system with no defenders.
Prestige gain will reach 100% if the defender attacker ratio is up to 80% ( 4 defender to 5 attackers ). When the ratio becomes bigger then you will gain more prestige. like when the ratio is like 9 to 5 (180 % ) you will gain 160% prestige.
WHY???
Simple because it is harder for you to defend and attack when you are outnumbered. So it seems very logical that when 2 ships fight of or manage to hold a system versus a big enemy fleet ( 10 ships or so ) that their prestige would go up more then when the odds were even.
this will also spread out the playerbase because it will make the more powerfull faction gain less prestige. This in turn will make players switch sides to the underdog. ( more prestigegain )

I totally Agree that the Player base Needs to Be Evened somehow ,
However ......
Penalizing a Faction will Not Fix it as this is Not fair to Players such as myself that have Only Played Kluth , As that is The Only Faction They Like To play (for many Reasons) ...
I Suggested something on this Long ago .. hmmmm *tried to find old post but couldnt*
Anywho Basically This is an old topic , one im sure the Devs are Aware of .
yes it is a prob but the only way it will end up Being Fixxed , is by Faction Policing ..
either by having to apply to a Group of clanleaders or faction loyalists , to become a member of that Faction , This Group will have a Private Forum , in Which they will be aware of all players & their factions (even the hoppers ) & will account for player numbers & what Times Played / fairness/objectivity, Then Offering incentives to get some to change factions or not allowing others to hop about .(suggesting a 2 week application to change faction or something, as to avoid bandwagon jumpers or sabatours & still give the freedom of choosing your preferred faction. .. hmm im not entirely sure how this would work but it would definetly have to involve an Admin from each Faction.
Or Code being entered to Make it Balance Like cough*FAServer*cough ewww
Which will mean you can only choose a faction available & Storage will have to held each individual faction .. or not ? :

An Application system for a faction would be interesting.
If a New player would want to Join a Faction Or someone would wanna switch they would have to go to their profile and apply for a faction there.
The Game would then look if that faction they are trying to join had the most members online in the past 7 days.
If it had an average of more members online (Not 1 or 2 but a good amount, like 10) that week then the game could deny the application and the person that applyed wouldnt able to switch over.
People would also be able to switch once a week. Would be able to switch once a month. (they can apply all they want but the game would only allow them to make one actuall switch in this time period)

Anybody who has played PlanetSide has seen a system like this. They took population into account, the undermanned forces got like a 1 or 2% EXP bonus, while the overmanned forces got like a -1 or -2% exp penalty. Worked out nice.
