realistically, no.
map editior's been gone since...i dunno, 2008? not even sure if its possible to dig it out of the SVN that far back. highly doubtfulf it'd be compatable with the current map format anyway.
no, faustus deleted it years back. unless someone writes a new one, it's pretty much gone for good

Hi Doran,
How are the maps created then, the only reference I can find is an outdated PDF that talks about the editor or a spreadsheet template for internal development. Is there nothing to make total conversions with?

everything's built in the Resourcer.
basically, you have the Universe Context Port, which covers game type, map objectives, which maps are actually in use, which teams/factions are available (and which fleets they pull ships from), background scenery, and flavor texts like the map name and description.
the individual map data are all Scene Ports, which has multiple Noun Ports of various types for planets, stars, nebulae (ships and structures are built the same way), and specifies properties for them, like where it is in the game space, what it looks like, which resources are available for mining, what it's orbiting (and how fast), where a jumpgate links to..
that spreadsheet is just a simple way of getting all the requisite info together in one place, in a slightly less arcane format, and more user friendly
