They're both Saturday Night Live (SNL) skits, though the top was also made into a movie. SNL is just a variety comedy show; there's a cast of regular actors and a weekly guest host. Together, they have an hour and a half to perform a bunch of skits. Will Ferrell started on SNL, for example, as have a number of other comedians.
The images shown: the first one ($wiss's) is from "A Night at the Roxbury".. basically, a bunch of social misfits have no idea how to properly attract women, and go to parties and clubs and act like complete social idiots. They have a song that they like to dance to, though, and their dancing involves bobbing their heads sideways like that; through the skit (it was performed a number of times over the years on SNL; there are certain recurrent skits like that) they randomly play their song and start bobbing their heads. The scene shown in the sig is one of those.
The second one, Tbone's, is from another SNL skit. Its a VH1 Behind the Music parody, looking at the Blue Oyster Cult. It has Chrisopher Walken as a music director working with a number of the SNL regulars pretending to be the Blue Oyster Cult, recording their "Don't Fear the Reaper" song. If you've heard it, you'd know there is a cowbell in the background; well, the song has Will Ferrell there on the cowbell. The humor of the skit revolves around Christopher Walken always saying he "needs more cowbell" no matter how hard Will Ferrell plays - and sometimes he goes nuts on the cowbell. For me, its mostly in how Christopher Walken says it - his tone voice - where the humor comes in.
I'm sure you could find the skits online if you searched hard enough, or you could try to find the right SNL dvd with them. I don't have them, or I'd post it.. but maybe someone else can help in that regard.
