I've tried joining various times but it keeps saying that it's not available or the team is full.

There's two options, ICC and UGTO
ICC has no briefing message, UGTO does.

Why am I seeing human players on ICC and even K'Luth

Every time I try and join a new scenario, I end up always being stuck with UGTO with no players on it, and put against two teams with more players, and bots that actually listen to their commands and swarm me.

scenario has a team balancing feature aka there cannot be 3 icc on and 1 ugto

but that autobalance is a little borked sometimes.....

It once let a player join the other faction, when I was alone on my faction and outnumbered 1:3 :/

Auto balance is done by rank i believe lower ranked players have less effect on it than higher ranked.

Yes, high-ranked players have a higher weighting than low-ranked players, so a Marshal on one side will be balanced by a massive swarm of midshipmen on the other.

so a grand admiral and two newbies equal one fleet admiral? 'cause that's the situation in which the autobalance let a joining player turn a 3 vs 1 into a 4 vs 1

It's possible you had teammates that were camping the garage screen. That seems to be common in scenario. It used to be a big problem before ship queues but it still happens.

I've noticed this several times, instead of someone quitting if they're going to be away for a while they'll just dock and sit at ship select so they won't lose whatever enhancements they've picked up.

rather unlikely; that happened before any side had an SY and if there were ship selection campers on my side, they hadn't shown up even once.

another occurance like that was when a friend of mine paid me a visit. we played a scen from the very beginning - I as ICC he as UGTO. I was an FA, he a VA.
next new player: 1RA joined me on ICC
next new player after him: captain joined me on ICC
the next player finally couldn't join ICC and was forced to play UGTO.

developed into a very funny scen nevertheless :3

you don't need to have a SY to camp ship selection, people can just wait until an SY is put up and away they go

that's why I said "rather unlikely"

but seriously, who joins a scen that's running like 20 minutes and goes ship selection camping? o.O
what a stupid waste of time
