The UGTO plan to use new weapons to sterilize the ICC populations has backfired! The sterilizing effects of the new weapons have proven down the road to leave a sterilizing radiation in vast areas of space for days and even months. As fleets upon fleets of vessels from all three conflicting factions have come to pass through these regions, their crews were slowly but completely sterilized of the ability to breed!
Now, decades down the road from the initial implimentation of the augmented weapons program, the number of pilots patrolling the borders of each faction's territory is drastically reduced. They rarely even come into contact with eachother and when they do, it is a skirmish at best. Hardly what one would classify as a battle between warring factions.
It would seem that the war may come to an end simply from lack of pilots on each faction to fight it. In light of this stark outlook, all three factions sent out ambassidors to an undisclosed location in the void. Negotiations of a temporary ceasefire all around until each is prepared properly again for war is the main topic for discussion.
Not, surprisingly, the UGTO ambassidor will have a hard time getting his opinion to count, as it was UGTO augmented weapons which lead to these vast invisible radiation nebulae in space. The UGTO still consider this the fault of the ICC, for having mined, refined and distributed this dangerous material into their ships' shield reactors. The Kluth ambassidor considers this entire situation as proof that humans as a whole are dangerous and seems to have furthered his resolve to bring the species under control.
The Ambassidors have all arrived at the secret destination and begun talks on various issues around this situation, from peace to treaties, and even alliances of two factions against the third. These next few days of deliberations will truly be a test of each faction's strategy, oratory skills and negotiating skills.

In light of the lack of pilots in our space, should UGTO High Command consider putting more ships on partol for Pirate vessels in Sol?

They should absolutely be increasing patrols for Pirates. The Pirates watch us very carefully and they will know we have fewer ships available. If they gathered for an invasion of the Sol system, I would want every available ship nearby. i have been patrolling Sol more, because of increased Kluth attempts to attack our home system, it would make sense to increase security around our homeland.
