I don't believe the weapons racks are correctly giving us more ammo.
For example, a bomber cruiser with 8x enh wep racks totalling 40% extra ammo only gives 1 extra psm. So from 5 psms to 6 psms. 12 Mirv to 16 mirv with the weapon racks.
PSMS should atleast give you 2 extra, and perhaps the figure should be rounded up instead of down for MIRV. Even if MIRV's are being calculated correctly, and rounded down to the nearest figure there are definiately some inconsistancys between the two.

then there is the issue where platforms give you a random number of ammo with your racks greater than the stock supply, but never the total enhanced supply.

I've not had either of the issues on my ganglia with 2 ammo racks.
