so since their are always the random "hey we are allied with them", why not allow fleets to create alliances and be "friendly ships", allow use of eachothers sy's etc. maybe a way to create more team oriented play?

Because it'd be horrendously abusable, and some people may well want the alliance, but others may not.

well if the players didnt couldnt they just join another fleet? Not really sure how its based on a fleet and a fleet is a players choice. anyway just a thought

Ummm, or they could just go with the horribly imba, because, and trust me, some 12 year old child would join one fleet, scout their layout, then go join another and declare Waaaaaaaaaaaaaagh!!! Or can people not do that?

As a specific game function, i'd say thats a very large can o worms.
I guess a Fleet runs a really tight ship, i guess they can declear alliance with another fleet on fleet forum.
Invidually, the best party to initate this would be kluth. Target chat would be aillies. less risk when/if betrayed.

you can do that if you DO NOT belong to a fleet and swap factions
