check out a game called aces high 2 they have a excellent way of keeping factions even by limiting the selection of ships available to the factions with more players on it..
or by giving the factions with less players on a prestiege bonus wich increases or deacreses depening on how even it is.
very rare we get even battles and they are always the most fun.
