This has been pooping up to me for a month or so now, but I just hit Ok and it loads up GCQL anyway, so I didn't figure it was a problem.

Looks like we all are getting it now since the latest patch.
We will look into the issue.
But so far this should not affect Game-play or the Lobby's.

This is happening because not all the DLL's are getting updated. When you update, make sure a DarkSpaceClient isn't still running when you perform your update.

How can we make sure?
P/S: GCQL started with the error popup then it automatically updated to 1.691. But the error message keeps announcing everytime I launch GCQL.
