Just a ballpark estimate from my experience, but I am pretty sure it breaks down like this:
Low = 0-6
Medium = 7-14
High = 15+
Which, you have to admit is a sad and sorry way to identify server population.
I still liked the old way, with precise numbers regarding server population. However, fix the number so the other server computers hooked to that server are not counted (I never liked seeing Population:11 and that meant 9 servers and 2 players).
