I haven't fully tested it yet however I believe I have found the cause of this annoying bug
The interaction of two interdictors on opposing factions caused these messages to spam everyone nearby, after either interdictor was destroyed or disabled their device, the messages cease.

I've already figured out what the problem is, although I don't get to look at the code. Interdictor code for the message probably has a statement that makes it broadcast to the enemy faction that message, right? Either someone messed up and added another statement or a repeat statement, which causes it to repeat once every few minutes or something like that, and messed up the numbers.
It's also likley that the code breaks itself if two dictors interact.

Back, I must say myself and a few other ran back into the problem like 15 minutes ago. It was very disturbing to lose half my screen when fighting.
Just giving ya a heads up, Might still need a lil more work.

Get it better monitor then as it shouldn't take up half your screen unless you are runnning 800x600

maybe just disable warning message? the giant red field that consumes your ship is usually a sign of a dictor, and not noticing that just means your lack of sight correcting lenses should be punished
