Database error (or someone editing them to be the same on purpose), they both have the same name, but have different IDs. My guess is that the Lobby LG we all know needs some administration access of some sort, and relays messages to THAT LG...
Or...

actually Lobby use to be a normal player, he was given mod access so more people would listen to him and for an intended autoban system. Should no staff be on, Lobbyghost was going to be programmed to kick for any language issues in the lobbys. Hasnt been implemented, yet...

yep, lobby has always been a mod... same as Naix transport...
edit - correction, Naix Transport is apparently an Admin! I'm a little shocked that a tranny has more powers than me...
